  1. Track Internal and External Requests for Information, Speaking Engagements, etc.

    It appears as if this idea might be captured, at least in part, in the planned metric around the innovation seminar series. However, a more formal process to track requests incoming requests for information, both from HHS staff and external individuals/ groups, might be beneficial. This might involve tagging the requests with categories related to things like topic, target audience, originating office, geographic area, etc.

    • Establish External-Facing Metrics Related to Internal Innovation Efforts

      I would like to suggest establishing additional external facing metrics that help asses how well the Department's innovation efforts positively impact our ability to meet our mission and serve the public. The Health Data Initiative listed response time to external requests as an example of this but I think it would be beneficial to push participants in other programs (e.g. HHSIgnite) to develop external facing metrics.

      • Measure Diversity of Employee Participation

        As noted in draft document, there is a strong connection between diversity (of participation and interaction) and innovation. With respect to HHS employees, additional diversity metrics that look at both horizontal (across functional teams, office, agencies) and vertical (from support staff to management) could help measure the degree to which the concepts of innovation become embedded in the culture.
